Question

My daughter bought an '83 Merc. Capri recently. It has a 5.0 SHO engine in it, a real powerhouse. It runs fine, but we needed to get a smog check to change title. That's when we discovered the person we got it from had already tried and failed, and the car is blacklisted as a gross polluter. Our local smog shop has adjusted everything and it passes emmissions now, but we have to take it to a special state shop where they will check that themselves. The Problem: the EGR valve does not actuate. It is not a vacuum valve, but it is some sort of electro-mechanical arrangement. None of the techs in town can recall seeing another like it. None of the Books (chiltons, all-auto, etc) mention one like this. The valve will function when given voltage, but there is none being sent. The state says it must work to pass. The Dealership in the area says it's "not something they work on" (!) Ideas?

Are you referring to the EVP sensor? Is this a California or Federal vehicle? What is the calibration number?
